He was born on August 10, 1966, in Mecanhelas, in the province of Niassa, in northern Mozambique. He was ordained a priest on October 20, 1996. In 2003 he obtained a doctorate in Theology at the Pontifical Urban University in Rome. He was rector of the St. Pius X Theological Seminary in Maputo, vicar general of the Diocese of Lichinga, and vice-rector for Pastoral Care and Social Action at the Catholic University of Mozambique (UCM). In September 2022 he was appointed director of the Secretariat of the Inter-Regional Meeting of Bishops of Southern Africa (IMBISA). He published a booklet titled "For me yes to initiation, but…" and a book titled "Once Father R. Sapato said…". In April 2026 he was appointed vicar general of the Diocese of Lichinga.
